COACHING FUNCTIONS:

Buchanan & Associates develops and delivers Needs Assessment Report to each assigned business owner.
Meet with each assigned program participant to discuss their individual report and identify multiple areas of developmental focus during the program period.
Develop milestone plans and coach program participants to improve their business acumen by applying proven strategies to their growth plan to help them achieve success.
We will coach business owners on how to develop and maintain the nine (9) building blocks of their business model with sustainable outcomes.
Buchanan & Associates will coach business owners on to build and incorporate a more contractual focus on revenue generation versus transactional activities.
Utilizing our proprietary assessment tool called Knowing Your Personnel or (KYP), we analyze the behaviors of business owners and their teams, and utilize the data collected to help them improve productivity and relationships both internally and externally.

MENTORSHIP PROGRAM

B&A mentorship program helps the Protégé enhances its capabilities to compete more successfully for federal government $500 Billion contracting program.
B&A conducts an in-depth assessment on the protégé firm where we examine the infrastructure of the four (4) key areas of their business.
Then test to see how business-ready, contract-ready, and bank loan-ready the Protégé is.
We establish workable milestones for developmental and growth purposes.
Enroll them into a developmental program for approximately 3 – 6 months.
Ensure that all of their compliance and operating paperwork are current, valid, and easily accessible utilizing our patent-pending tools and platforms.
We help Protégés build their capacity address developmental needs so that they can become more competitive in the contracting process.
B&A helps Protégés develop Business Plans if needed, Capability Statements, Statement of Qualifications, Risk Management Plans, Exit Strategies, Safety Plans, Injury & Illness Prevention Plans, Business Continuity Plans, Disaster Recovery Plans, etc.

As mentor providing supportive services, Buchanan & Associates assists protégés in obtaining annual certifications to achieve favorable financial health and good character.

Contract Compliance

Provide oversight and program monitoring; ensure that all paperwork is completed accurately and submitted on-time so that Prime and subcontractors are paid on-time.
Generate letters and Ad Hoc reports as requested by contract provider.
Assist with Close-out report and contract compliance to ensure Client meets close-out procedures.
Generate Small Business and Disadvantaged Business Enterprise Utilization Reports on public works projects and required contracts.
Conduct contract audits on projects to ensure all government contracting requirements are met.
Utilize industry expertise in 49 CFR part 26 and 13 CFR Part 121 to assist contract providers primes, or subcontractors (Client) with DBE/SBE utilization and compliance with public works contracting owners’ programs.
Ensure that the Prime prepares and submits subcontractor Utilization Form and Reports on a monthly basis as required by DBE/SBE program requirements.
Provide contract compliance support to your contracting managers and staff as needed on an on-going basis.
Monitor and ensure proper preparation of close-out documents at the completion of contracts.

Labor Compliance

Serve as expert witness for prime contractor or contract provider if needed (as defendant) in state and federal labor compliance and prevailing wage violation cases.
Proactively conduct random audits, job-site inspections, and interview workers on the project to ensure labor compliance, prevailing wage, and apprenticeship ratios with DIR requirements.
Identify potential labor compliance claim issues before they arise and investigate probable violations and complaints of worker underpayment.
Conduct on-site investigations to resolve worker complaints and other identified prevailing wage violations as required.
Provide oversight and monitor certified payroll data received from all contract provider or prime’s project subcontractors and ensure that their submitted reports meet contract owner’s requirements.
Minimize prime contractor’s exposure to fines, issuance of non-compliance notices, prevent payment withholdings, and retention for delinquent and/or inadequate certified payroll records.
Review and monitor the accurate collection and confirm proof of payment from employer of training fund contributions.
Perform Federal Davis-Bacon and Related Acts and California Prevailing Wage Laws Labor Compliance oversight, monitoring, and reporting.
Generate and maintain job-site inspections/observations logs and worker interview files.
Identify potential labor compliance claims/issues and investigate alleged violations and complaints of underpayment to worker(s) as required by the California Prevailing Wage Laws and related Acts.
Research and maintain Labor Compliance Policy & Procedure Manual which will appropriately address alleged violations of Prevailing Wage requirements on all public works contracts.
Investigate Labor Compliance and Prevailing Wage Violations for underpayments to worker by contractor/subcontractors.
Generate assessment summary reports that address violations and findings pursuant to DIR Prevailing Wage guidelines and requirements on the projects.
Review Project Labor Agreement (PLA) guidelines to ascertain contractor’s adherence to established requirements (if necessary).
Review and advise prime contractor on Collective Bargaining Agreement (CBA) requirements (if necessary).
In conjunction with the monthly performance reports, draft and disseminate discrepancy notices to Contractors, include recommendations for penalties and payment withholding as appropriate by the program guidelines.
