Gilbert Buchanan, MA
PRINCIPAL CONSULTANT/OWNER

Gilbert Buchanan, MA is the owner & founder of Buchanan & Associates.

He also operates as the Principal Consultant, and Senior Project Manager. He is responsible for managing and directing all labor compliance, contract compliance, small business outreach, and business development coordination activities on client projects. Our consulting team is significantly augmented with the value-added expertise, industry knowledge, and strategic know-how of Gilbert Buchanan, MA.

Gilbert brings more than 20 years of diversified experience to clients’ projects, whereby he has been conducting community outreach and successfully managing small business outreach and development programs with prominent public works agencies such as LAUSD, LACCD, LA Metro, Valley Economic Development Center (VEDC), and the Mayor’s Office City of Los Angeles – LAMBOC. He has successfully assisted DBEs/MBEs/SBEs in securing over $90 Million in contract awards since 1999.

Mr. Buchanan has a Master’s Degree in Organizational Development, and has served as Community and Business Outreach Consultant for the Los Angeles Community College District’s Proposition A/AA and Measure J funded projects ($6 billion in Projects at nine District campuses); and LAUSD’s $21 billion design-build and design-bid-build construction and modernization programs where he consulted as Assistant Program Manager of the Small Business Department, outreaching to at least 50 different ethnicities within Los Angeles County.

Gilbert was very instrumental in the development and implementation of two small business Boot Camps and Mentor-Protégé programs (with LAUSD and LACCD), where he provided training in capacity-building and contractor education to subcontractors seeking to conduct business with LAUSD and LACCD, resulting in contract awards to subcontractors amounting to $4 million, $35 million, and $21.7 million respectively.

Gilbert is highly detailed and results-oriented, he understands that the client’s needs is paramount and must receive the highest level of priority at all times in an effort to minimize liability and mitigate all risks.  Mr. Buchanan is very strategic in his approach, an excellent team player with tremendous leadership skills. 

ACCOMPLISHMENTS:

  • He is the Award Winner of LA Business Journal’s Latino Business Advocate of the year for 2016.
  • He earned a BS in Human Services, and a Master’s degree in Organizational Development – Binghamton University. 
  • He is the 2015 winner of the Trailblazer Of-The-Year Award from the Regional Black Chamber of Commerce [San Fernando Valley (SFV)].

Dori M. Bailey

Dori Bailey is currently the Director of Business Operations at Buchanan & Associates. She has been an important part of doubling the revenue for the company. Dori’s goal is to help businesses thrive from an informal operation to a formal system, helping them to grow and becoming financially healthy.

The services she offers includes: coaching, consultation, business organization, business development, management support, Payroll, Human Resources, Small Business Enterprise certification packaging, financial document review, proposal writing for Bids, obtaining contracts, and procurement, Set-aside certifications and a wide range of resource that will help a small business grow the right way.

Dori Graduated in 2001 from DeVry University with a major in EET and minor in Telecommunication. While working in the telecommunication industry for over 16 years she has always been a go-getter with a business mind set.

Dori Bailey has augmented our management team with her impressive and diversified experience in facilities support, business operations management, and government contracts training as well.

Karen Greene-Taylor

Marjorie Gayle
Senior Training & Labor Compliance Consultant

Marjorie Gayle possesses more than 25 years of experience in the human resources industry. She has worked in a cross-section of industries such as construction, entertainment, amusement, film, and gaming.

Over the last seven (7) years she has assisted public works contractors in their efforts to efficiently navigate through the complicated landscape of human resources policies and

procedures as well as labor compliance best practices. She has developed the infrastructure needed for companies to succeed.  Her primary areas of expertise are policy and procedures development, organization, training, certified payroll preparation and monitoring.

She has worked with a cross-culture of companies. Her ability to break down complicated contract or proposal language into simple terms is greatly respected and appreciated by clients. Many of the clients with whom she has worked are subcontractors to the County of Los Angeles, Los Angeles World Airports (LAWA), LAUSD, LACCD, and Expo Phase 2 Light Rail Construction Authority. She also works with two chapters of the National Association of Minority Contractors (NAMC). Ms. Gayle holds a Bachelor’s of Science degree in Public Administration from the University of Southern California.
