Small Disadvantaged Business A Small Disadvantaged Business (SDB) is a small business that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged. SDB status makes a company eligible for bidding and contracting benefit programs involved with federal procurement.

Program allows federal contract set-asides for small businesses in economically depressed communities. HUBZone-certified businesses receive a 10 percent price evaluation preference in full and open contract competitions.
Women-Owned Small Business (WOSB)
This program opens the door to amazing federal government contract opportunities for women entrepreneurs. Federal Contract Program allows set-asides for WOSBs in industries where women businesses are underrepresented.
Service-Disabled Veteran-Owned Small Business Certification
The federal government’s goal is to award at least 3% of all federal contracting dollars to service-disabled veteran-owned small businesses each year.
Disadvantaged Business Enterprise
Any public works project that is federally funded with Department of Transportation (DOT) funds usually have a portion of the project Set-Aside [with a goal of 5% to 12% depending on the requirements] for firms that are Disadvantaged Business Enterprise (DBE) certified to bid for those contracts.
Minority Business Enterprise
This Certification gives MBEs exclusive access to top corporate purchasing agents, premium networking events, searchable supplier databases, affordable consulting services, technology programs, and vital introductions to nationally known corporations.
Small Business Enterprise
A certified Small Business Enterprise (SBE) firm is eligible to receive up to 25% of the overall government contract in the form of set asides. These are usually available via government or quasi-government agencies in all 50 United States. Some agencies set-aside up to $3 million as contract award amount if the SBE can bid as a prime.
Disabled Veteran Business Enterprise
As a certified Disabled Veteran Business Enterprise (DVBE), your firm is eligible to receive Bid Preference [up to 15% in bid price reduction] when bidding on certain goods and services solicitations from agencies such as the State of California & Los Angeles County; Direct Access to Opportunities; and exclusive listing on the State and County’s online directory of certified DVBEs.
Woman-owned Business Enterprise
This certification gives women-owned business enterprises access to opportunities, such as large corporations and federal agencies for contracts; networking opportunities to connect directly with buyers looking to meet their 5% subcontracting federal goals.
Small & Local Business Enterprise
The Small & Local Business (SLB) Certification is a City of Los Angeles certification program, which allows certified SLBs to receive a 10% preference (discount) towards their bids. Qualification is simple; the SLB applicant only needs three (3) items to show proof that he/she is eligible to receive its certification.
Emerging Business Enterprise
As a certified Emerging Business Enterprise, your firm will receive a bid discount based on the amount of SLBE/ELBE utilization by the program between 5% – 7%.
The purpose of being certified as a small, disadvantaged, emerging, hubzone, minority, veteran-owned, small & local, or woman-owned business enterprise is to establish a designation that is carefully and formally vetted through a government or approved quasi-government agency.
This approval process or self-certification process after much scrutiny is designed to increase opportunities by evening the playing field for business entities that are at least 51% owned, controlled, and operated by members who belong to the aforementioned business groups. These certification programs are not created to act as a charity program nor do they give members of any of these groups special treatment; however, it is designed to increase visibility and economic viability.
The local, county, state, and federal governments have had difficulties meeting the government-wide goals of awarding 23% of the total value of all small business eligible prime contract awards to its SBA 8(a) small businesses; 5% to small disadvantaged businesses (SDBs); 3% to SDVOSBs; 5% to WOSBs; and 3% to HUBZone small businesses.
